Each round has different exit and forfeiture rules — understand them before making decisions

1

AIQ Round 1 — Free Exit

SAFE TO SKIP

If you are allotted a seat in Round 1 but do not report to the college, there is no penalty. Your security deposit is not forfeited.

  • You remain eligible for Round 2 with your original choices
  • If you want to keep your Round 1 seat AND try for an upgrade in Round 2, you must report and select "Want to upgrade"
  • If you report and select "Freeze" — you accept the seat as final (no further rounds)
2

AIQ Round 2 — Forfeiture if Not Joined

CAUTION

If you are allotted a seat in Round 2 and do not report, your security deposit is forfeited (Rs 10,000 for UR/EWS, Rs 5,000 for SC/ST/OBC/PwD).

  • You can still resign from an AIQ Round 2 seat — but deposit is forfeited
  • If upgraded from Round 1 seat, your previous seat is auto-surrendered
  • Candidates who joined Round 1 and selected "Want to upgrade" can get upgraded here
3

AIQ Round 3 — Cannot Resign After Joining

FINAL

This is the most critical round. Once you join a seat in Round 3, you cannot resign or upgrade. Your decision is final for the academic year.

  • Unfilled reserved seats are converted: ST → SC, SC → UR, EWS → UR, NRI → UR
  • Data is shared between MCC (Centre) and state counselling authorities after Round 3
  • Candidates already holding a state seat are identified and eliminated from the AIQ Stray Round
  • If allotted but not joined — security deposit forfeited and barred from Stray Round
4

AIQ Stray Vacancy Round — Fresh Registration

NEW REG

The Stray Vacancy Round is for seats that remain vacant after Rounds 1-3. Fresh registration is required — previous registration does not carry over.

  • Open to all NEET-qualified candidates who do not hold any seat (AIQ or state)
  • Candidates holding a state counselling seat are NOT eligible (after data sharing)
  • Seat allotted in Stray Round is final — cannot resign
  • All admissions in this round are online only — no offline reporting accepted

Fee Structure

Based on official MCC Information Bulletin — fees differ for AIQ and Deemed university seats

Registration Fee ₹1,000 ₹500 ₹5,000

Security deposit is refunded to the same bank account after all counselling rounds are complete, provided no forfeiture conditions apply
Forfeiture: If you are allotted a seat in Round 2 or Round 3 and do not join, your security deposit is forfeited

NEET PG — MCC AIQ Counselling

PG

MCC also conducts AIQ counselling for NEET PG — but with a key difference: 50% of government PG seats are under AIQ (vs 15% for UG).

50%

AIQ PG Seats

50% of government PG seats are under All India Quota — much higher than UG's 15%

DNB

DNB Allocation

DNB seats at accredited hospitals are allocated separately by NBE, not through MCC AIQ

How PG AIQ differs from UG AIQ
  • 50% vs 15% — PG AIQ covers 50% of government seats vs only 15% for UG, making it a much larger pool
  • Speciality choice matters — Unlike UG where everyone applies for MBBS, PG counselling involves choosing from 50+ specialities (MD/MS/Diploma)
  • Bond/service requirement — Many government PG seats require a 2-5 year rural service bond after completion
  • Stipend — Government PG seats pay Rs 60,000-80,000/month stipend, making it net-positive financially
Popular PG specialities and competition

The most competitive PG specialities (General category) under MCC AIQ:

  • Dermatology — Closes under rank 1,000-2,000
  • Radiology — Closes under rank 2,000-4,000
  • Orthopaedics, Ophthalmology — Closes under rank 5,000-8,000
  • General Medicine, Paediatrics, OBG — Accessible up to rank 15,000-20,000
  • Diploma courses, DNB — Available beyond rank 50,000

Frequently Asked Questions

What is MCC All India Quota?

MCC AIQ is a nationwide counselling process that covers 15% of government medical college seats. Unlike state counselling, there is no domicile requirement — any Indian national with a valid NEET UG score can apply. MCC also handles 100% AIIMS, JIPMER, Deemed, and Central University seats.

Can I apply for both AIQ and state counselling?

Yes, you should register for both to maximize your chances. After Round 3, MCC shares data with state counselling authorities — candidates holding a state seat are eliminated from the AIQ Stray Round. If you join an AIQ seat, you cannot participate in state counselling for that academic year.

What happens if I don't report after getting an AIQ seat?

In Round 1, there is no penalty — free exit. In Round 2 and Round 3, your security deposit (Rs 10,000 for UR/EWS or Rs 5,000 for SC/ST/OBC/PwD) is forfeited. In Round 3, you also lose eligibility for the Stray Round.

Can I resign from an AIQ seat?

You can resign from seats allotted in Round 1 (no penalty) and Round 2 (security deposit forfeited). After joining in Round 3, you cannot resign or upgrade — the decision is final for the academic year.

Are OCI cardholders eligible for AIQ?

Yes, OCI (Overseas Citizen of India) cardholders are eligible to apply for AIQ counselling. They can compete for Unreserved (UR) seats and NRI quota seats at participating institutions.

What NEET rank do I need for AIQ?

AIQ cutoffs vary by college and category. The most competitive cutoff is rank #47 for General category. Use our College Predictor to check which AIQ colleges match your predicted rank.
