Section 1

Why Punjab is Different

Multi-Quota System
Punjab uses Govt Quota, Management Quota, Open Quota, Minority Quota, Christian Minority. Each quota has separate categories (Open, SC, BC, Border Area, Defence, J&K, Riots Affected). Very different from other states.
Unique Punjab Categories
Border Area, Riots Affected, J&K Migrant, Defence — Punjab has categories reflecting its border state status and history. Each creates separate allotment pools.
Strong Private Sector
With 8 private colleges vs 5 government, Punjab is private-heavy. Private colleges have both Govt Quota and Management Quota seats — all filled through BFUHS centralized counselling.
BFUHS (Baba Farid University of Health Sciences) conducts counselling
BFUHS, Faridkot manages Punjab MBBS/BDS counselling via www.bfuhs.ac.in. AIIMS Bathinda goes through AIIMS counselling (separate). Application fee: ₹5,900 (₹5,000 + 18% GST). SC candidates: ₹2,950. One-time HSLIBNET fee: ₹8,250 for e-resource access.

Category Codes Decoded

Punjab uses Quota_Category format. Each quota is a separate pool.

General (Open)
General merit. Punjab domicile. Tightest closing ranks.
Code 12
Scheduled Caste
SC reservation. Punjab has ~32% SC population — one of the highest in India. Certificate from Tehsildar or higher.
Code 13
Backward Classes (BC)
BC reservation. Non-Creamy Layer self-declaration required (Punjabi proforma in brochure).
Code 14
Backward Area
Residents of notified backward areas for 10+ years (or 5+ years if employed). Certificate from DC/SDM/Tehsildar.
Code 15
Border Area
Residents within 10 miles of international border + 5 yrs study there. Certificate from DC/SDM + headmaster. Unique to Punjab.
Code 16
Persons with Disability (PwD)
5% horizontal reservation. Certificate from designated RPWD Act 2016 centres only.
Code 17
Sports
Sports gradation certificate from Director Sports, Punjab. Physical form submission required.
Code 18-19
Terrorist Affected
Children/grandchildren of persons killed in terrorist actions in Punjab (18) or terrorist affected/displaced (19).
Code 20-21
Sikh Riot Affected
Children/grandchildren of persons killed in Sikh Riots outside Punjab (20) or riot affected/displaced (21). Unique to Punjab history.
Code 22-30
Defence (9 Priorities)
Priority I (killed in action) to IX (wives of serving). Punjab origin only — wards/children of non-Punjab defence not eligible.
Code 31-33
Punjab Police/PAP/Home Guard
Killed in action (31), 50% disabled (32), or gallantry medal winners (33).
Code 34
Freedom Fighters
Children/grandchildren of freedom fighters.
Code 35
J&K Migrants
Migrants from Jammu & Kashmir due to terrorist violence. No Punjab category certificate needed (exception).
Code 36
EWS
Economically Weaker Section. Certificate from Punjab Govt. competent authority only.

All 14 category codes from BFUHS Prospectus 2025, Part A, page 16-17. Category certificates must be from Punjab state authorities only (except J&K migrants).

Seat Structure

GQ
Govt Quota
State-regulated seats at both govt and private colleges. Merit-based via BFUHS.
Eligibility: Punjab domicile + NEET.
MQ
Management Quota
Management quota seats at private colleges, filled through BFUHS counselling. Higher fees. Separate closing ranks.
Eligibility: NEET qualified. Fee varies.
MIN
Minority Quota
Christian Minority: verified at CMC Ludhiana. Sikh Minority: verified at SGRD Amritsar. Must report with originals to respective institute before choice filling.
Eligibility: In-person verification mandatory at CMC Ludhiana (Christian) or SGRD Amritsar (Sikh) with all original documents.
OQ
Open Quota
Open quota seats at some private colleges. Available alongside Govt Quota.
Eligibility: NEET qualified.

Fee Structure

Six-month fee deposited at counselling via online portal. Per BFUHS 2025 brochure (Pb. Govt. Notification 09.08.2024 + Corrigendum 13.06.2025).

Punjab collects 6-month fee at counselling, not annual. Multiply by 2 for yearly cost. Govt: ~₹1.92L/yr. Private GQ: ~₹4.47L/yr. Private Mgmt: ~₹11.49L/yr. Over 4.5 years: Govt = ₹8.64L, Private GQ = ₹20.1L, Private Mgmt = ₹51.7L.
NRI Quota Fees
NRI fee: $24,444/yr (USD) — uniform across all Punjab govt and private colleges per Punjab Gazette. NRI eligibility certificate: US $1,000. Application fee: US $1,000. Form fees: ₹2,000 + ₹1,000. All non-refundable. Must qualify NEET. Available at 4 govt + 8 private colleges.
SC Scholarship
SC candidates with family income < ₹2.5L/yr eligible for Post Matric Scholarship from Punjab Welfare Dept. Must submit Freeship Card with application. Details: punjabmedicaleducation.org

Section 5

Non-Domicile Access

Govt Quota = Punjab domicile only
Government quota requires Punjab Permanent Resident certificate (from Tehsildar/SDM, per brochure Clause 11(d)). Non-domicile options: MCC AIQ (15%), AIIMS Bathinda (AIIMS counselling), J&K migrant quota (Code 35 — specific eligibility). Non-Punjab defence children not eligible under Punjab Defence category — they claim from their state of origin. Candidates ineligible for State Quota MBBS may be considered for BDS only after exhausting Punjab state candidates.

Full free exit. Seat surrender allowed up to stipulated deadline — no forfeiture. Apply in person at admitted college. (BFUHS Notice 01.09.2025)

Round 2
Allotted in R2 but do not join → security forfeited. Joined in R2 then resigned → security also forfeited. Must re-register with fresh deposit for R3. Refunded ONLY if no seat allotted. (R2 schedule, Notes 2–4)
Locked
Round 3
Once joined in R3, cannot surrender or resign. Allotted in R3 but not joined → security forfeited. R3 is final — no further participation after joining. (R3 schedule FAQ Q4)

Service Bond (Govt)
Government seats: must serve for 1 year AIQ / 2 years state quota after course completion. Bond penalty ₹20L for breach. Per Pb. Govt Corrigendum dated 13.06.2025.

Documents required per BFUHS Prospectus Annexures: Permanent Residence certificate (mandatory for all, Annexure II, pages 45-48), Self-Undertaking for Gap in Study (Annexure IV, page 61), Sworn Declaration by parents/student (Annexure V-VI, page 62). Individual debarment orders issued for declaration violations (applying under more than 2 states simultaneously).
