JIPMER is an autonomous national institution of national importance (like AIIMS). It uses its own selection process or MCC. Puducherry state counselling (CENTAC) governs IGMCRI — a completely separate institution. Many candidates confuse JIPMER with the Puducherry state quota.

IGMCRI has ~150 MBBS seats with strict Puducherry domicile. Puducherry UT has 4 territories (Puducherry, Karaikal, Mahé, Yanam) — domicile from any of them qualifies. But the absolute seat count is tiny.

Sri Manakula Vinayagar Medical College (Mahe group) is deemed — accessed through MCC AIQ at high fees
SMVMCH Puducherry and other Mahe group colleges are deemed universities. They are NOT CENTAC state counselling — they're MCC AIQ at deemed fees (₹15L+ per year). Non-domicile candidates targeting Puducherry almost always end up at MCC deemed colleges, not state quota.

Sri Ramachandra Institute (SRIHER) Chennai is NOT a Puducherry institution — it's Tamil Nadu, often confused with Puducherry colleges
Candidates researching Puducherry sometimes encounter Sri Ramachandra, which is in Chennai (Tamil Nadu), not Puducherry. The geographic proximity creates confusion. SRIHER is a TN deemed college under MCC. Puducherry state counselling does not cover it.

Regional Quota System
CENTAC govt quota is split by region: Puducherry 75%, Karaikal 18%, Mahe 4%, Yanam 3%. Must be resident of specific region + studied there 3 years to claim regional allocation.
Minority Management Quotas

Who qualifies as "Resident of UT of Puducherry" for CENTAC Govt Quota. Must satisfy at least ONE criterion.
5-Year Residency
Candidate or parent (mother/father) or guardian (if both parents deceased) has been residing continuously in PY for 5+ years preceding the application date.
5 Successive Classes in PY
Passed SSLC/HSC from PY and studied 5 successive classes in recognized PY schools immediately before qualifying exam. Family must have resided in PY during that period.
Native of PY
Children of natives who declared PY as home town, certified by Head of Office (per GO Ms. No. 64, 25 May 2006).
Central/Defence Employees
Children of Central/State/Defence/PSU employees posted in PY for 3+ years + child studied HSC (2 years) in PY school and passed from same school.
Dual Nativity = serious consequences
If you qualify as resident of PY AND another state, you must choose one. Applying for Govt Quota in both = admission cancellation + legal action + disqualification from future counselling. Must submit sworn affidavit on ₹20 e-stamp paper, attested by Notary.

Seat Conversion Rules
CENTAC has specific seat conversion logic across rounds. Critical for understanding your chances.
Minority MQ seats (R1-R2)
PIMS (Christian) and SVMCH&RC (Telugu) minority MQ: only PY residents of that minority in R1-R2. In Round 3, unfilled seats convert to All India MQ (open to all).
NRI seats (R3)
After exhausting NRI merit list, unfilled NRI seats convert to All India MQ in Round 3.
De-reservation
Unfilled reserved category seats first convert to UR of same region, then to UR of PY. Regional vacant seats go: Regional category → PY category → UR.
SMVMCH & MINDS
SMVMCH management quota and MINDS BDS management quota are AGE (All India General) seats from Round 1 onwards. Open to all Indian citizens + OCI.
