About Haryana NEET UG counselling
Haryana conducts its own NEET UG MBBS admissions through the Directorate of Medical Education & Research, Haryana (DMER). This is entirely separate from MCC's All India Quota (AIQ) process. AIQ handles approximately 15% of government seats and all deemed university seats across India, with no domicile requirement. Haryana's own counselling handles the remaining ~85% of government seats within the state, plus all private MBBS colleges. It runs across 5 rounds: Round 1, Round 2, Mop-Up Round, Stray Vacancy Round, Special Stray Round.
The key difference most candidates miss: your AIR (All India Rank) determines your AIQ position. Haryana's counselling runs on a separate state rank — in most states this is more accessible than AIQ for domicile candidates. For example, Shri Atal Bihari Vajpayee Government Medical College, Faridabad closes at approximately 14,645 via AIQ, but 24,433 via Haryana state counselling.
Bond: Haryana requires a rural service bond of ₹25.8L · 5 yrs (5 years (govt); mid-course (private)) for government MBBS seats. The penalty for breaking the bond is Education loan amount + service bond value; ₹10L + 3yr debar (private). 2-part bond for govt colleges: (1) Service Incentive Bond ₹25.77L (M) / ₹23.19L (F) — 5 year post-completion service. (2) Mid-course exit: full amount + scholarship recovery. Private colleges: ₹10L penalty + 3yr debar from Haryana MBBS/BDS if leaves mid-course. ESIC Faridabad has separate ESIC bond framework.
