100 Seats — Two Routes Only

The official 2025-26 TRIHMS prospectus (Govt. Order DMETR-16001/04/2021, dated 20 Jun 2025) defines only two admission categories.

No NRI quota. No management seats. No non-APST state seats.
The 2025-26 TRIHMS official prospectus allocates 85% exclusively to APST (Arunachal Pradesh Scheduled Tribe) candidates and 15% to MCC AIQ. There is no NRI quota, no management quota, and no separate non-APST state category. If you are not APST, MCC AIQ (15 seats) is your only option at TRIHMS.
APST State Quota — 85 seats
APST domicile required. Conducted by DMET AP (dmetrap.in). 85 seats are exclusively for Arunachal Pradesh Scheduled Tribe candidates. PwBD horizontal reservation: 5% out of the 85 APST seats (i.e., ~4 PwBD seats, APST only). Selection based solely on NEET UG score within APST category.
MCC AIQ — 15 seats
Open to all India. All-India Quota via MCC at mcc.nic.in. No domicile restriction. The only route for non-APST candidates. 2025 allotment data reflects pre-expansion (7 AIQ seats, 50-seat year) — 2026 will have 15 seats. UR closing rank ~25,813 (2025). Categories: OBC, SC, ST, EWS, UR.
Seat expansion: 50 → 100 (NMC LOP, AY 2024-25)
NMC granted Letter of Permission for 100 seats effective AY 2024-25. MCC 2025 allotment data on this page reflects the old 50-seat year (7 AIQ seats). The 2025-26 prospectus confirms 100 seats with 15 AIQ. Expect the 2026 MCC seat matrix to show 15 AIQ seats; AIR ranks may ease slightly but TRIHMS remains competitive as the only college in the state.
Domicile

Domicile Rules

APST — Arunachal Pradesh Scheduled Tribe
Candidates belonging to any Scheduled Tribe notified for Arunachal Pradesh. All 85 state seats are reserved for APST. Community Certificate (APST) issued by District Administration is mandatory. Fabricating a community certificate results in expulsion and criminal proceedings.
Non-APST candidates
No state quota route. The 2025-26 prospectus has no non-APST state category. The only option is MCC AIQ (15 seats). In 2025 (50-seat year, 7 AIQ seats), UR AIQ closing rank was ~25,813 across R1–R3.
Domicile certificate
Permanent Residential Certificate (PRC) issued by District Administration. Required for state quota along with APST community certificate. NEET UG score, PRC, and community certificate together determine state quota eligibility.
MCC AIQ — no domicile restriction
15 seats open to any NEET UG candidate in India. No AP domicile required. Register separately on mcc.nic.in. Competitive: only college in the state, but remote NE location reduces demand vs other govt colleges at similar AIR.

On completion of internship: 1 year compulsory contractual posting in rural health facilities or anywhere in Arunachal Pradesh. If selected for regular Govt employment: 3 years total including 1 year rural. If selected for PG before rural completion: PG allowed, but rural obligation remains post-PG.

Same fee for both State Quota (APST) and AIQ seats. Mess charges, examination fees, and registration fees are payable separately (as applicable / as fixed by Rajiv Gandhi University). Net recurring cost per year: ~₹43,000. First year total (incl. refundable deposits): ₹77,100.

What actually happened at TRIHMS in the 2025 AP State counselling round (50-seat year).

MCC AIQ (UR) ~6 Opening 16,880 — closing 25,813 across R1–R3. OBC closing ~25,985. SC/ST closing ~1,36,445.
Key insight for non-APST candidates: There is no path to TRIHMS via state counselling if you are not APST. The prospectus allocates 85% exclusively to APST with zero non-APST state seats. MCC AIQ (15 seats in 2026) is your only route. APST candidates with AIR ~2.1L still get seats through state quota; non-APST candidates need AIR ~25,800 to clear AIQ.
Process

Two Parallel Counselling Processes

DMET AP (State Quota)
Directorate of Medical Education, Training & Research, A-Sector, Naharlagun-791110. Portal: dmetrap.in and apdhte.nic.in. Application fee: ₹500 (APST) / ₹750 (AIQ candidates applying for surrendered seats). Merit lists and allotment published on official websites only.
MCC (AIQ)
Conducts AIQ counselling at mcc.nic.in. Three rounds (R1, R2, R3) + stray vacancy round. All-India candidates. TRIHMS MCC college code used to select. Register separately on mcc.nic.in. No domicile restriction.
AIQ surrendered seats
If MCC surrenders unfilled AIQ seats back to the state, they are filled from the state APST rank list following AP government reservation rules. Non-APST candidates cannot claim surrendered AIQ seats through the state route.
Documents for state quota
NEET 2025 score card + admit card. Class X & XII marksheets + certificates. APST community certificate (DC / SDO issued). Permanent Residential Certificate (PRC). Medical fitness certificate. Recent passport photos (10 nos). Bond executed on ₹100 stamp paper.
