5% seats are reserved for PwD candidates
Government reserves 5% of all medical seats for Persons with Disabilities. These are separate reserved seats — PwD candidates compete within their own pool, not with General or OBC candidates. The NEET exam is the same for everyone. The reservation ensures equity in admissions.
Who qualifies
You need benchmark disability (40% or above) with a valid UDID card (Yellow or above) issued by the Department of Empowerment of Persons with Disabilities. Categories covered: Locomotor, Hearing, Visual, SLD/ASD/Mental Illness.
For MCC counselling, you must get a disability certificate from one of 16 MCC-designated centres. State counselling accepts certificates from state disability boards.

How PwD seats work in counselling
PwD seats exist in both central counselling (MCC) and state counselling (85% quota). For central counselling, you register through MCC like everyone else — same process, same deposit (₹10,000 for central, ₹2,00,000 if you also want deemed colleges). When you fill your choice list, PwD seats appear as additional options based on your disability certificate.
For state counselling, you visit your state's disability board for certification. The process and documents may differ from MCC's 16 designated centres.
Documents needed
- Valid UDID card (Yellow or above) — issued by DEPwD
- Disability certificate from MCC-designated centre (for AIQ seats) or state disability board (for state seats)
- Affidavit specific to your disability category (Locomotor, Hearing, Visual, etc.)
- The certificate is valid for one academic session only
The bottom line
PwD reservation opens government medical colleges that are otherwise inaccessible at higher ranks. A General student at rank 8 lakh has no government options. A PwD student at rank 8 lakh can get GMC Chandigarh, MAMC Delhi, or AIIMS Raebareli. Same exam. Same rank. Different seats — reserved specifically for PwD candidates.
