OBC-A vs OBC-B — Unique to WB
West Bengal splits OBC into two distinct groups: OBC-A (10%) primarily includes Muslim backward communities, while OBC-B (7%) includes Hindu backward communities. This is unique to WB — no other state has this split. Your central OBC certificate is NOT valid for WB state quota; you need a WB-issued OBC-A or OBC-B certificate. Also note WB has 22% SC reservation — among the highest in India.
OBC-A 10% + OBC-B 7% + SC 22% + ST 6% + EWS 10% = 55% reserved

WB requires 3 different domicile proformas depending on your type: (1) born in WB, (2) studied 10 years in WB, or (3) parent domiciled in WB. Carry the correct proforma during certificate verification.

IPGMER vs Medical College Kolkata vs NRS
IPGMER & SSKM Hospital, Kolkata is WB's premier PG centre — a dedicated postgraduate institute with the most competitive closing ranks. Medical College, Kolkata (the oldest in Asia, est. 1835) is the largest PG centre with the widest speciality range. NRS Medical College follows closely for clinical branches. RG Kar Medical College and Calcutta National Medical College complete Kolkata's top 5.

Ranks shown are AIQ (All India Quota) closing ranks — R1 2025 data. State quota closing ranks through WBMCC are typically 2-3x higher for the same college.

Kolkata DNB Landscape
Kolkata has a significant DNB hospital network including AMRI, Fortis, Medica Superspeciality, Peerless, Belle Vue, Ruby General, Woodlands. These seats are counselled by NBE (not WBMCC), so no domicile restriction. Kolkata DNB is particularly strong in Emergency Medicine, Radiology, and General Medicine. Fee data shows Rs 1.25L (NBE placeholder) — actual training fees vary by hospital.
DNB = All India open — no WB domicile needed
Section 7

Fee Structure

WB government colleges have some of the lowest PG fees in India.

Government (State Quota)
Government college fees: Rs 5,000 to Rs 50,000/year — among the lowest PG fees nationally.

IPGMER, Medical College Kolkata, NRS, RG Kar, and other state government colleges charge minimal tuition. This makes WB govt PG seats extremely value-for-money.
DNB (Private Hospitals)
NBE-listed fee is Rs 1.25L/year (placeholder — actual hospital fees differ). Corporate hospitals like AMRI, Fortis, Medica charge training fees separately.

DNB fees vary widely: mission hospitals charge less, corporate hospitals charge more.
No Deemed in WB
West Bengal has no deemed medical universities. This means no MNG/NRI quota seats within the state. All government seats go through WBMCC (state quota) or MCC (AIQ). Private PG seats are exclusively DNB/NBE.
AFMS
Military hospitals in Kolkata (Command Hospital, MH Kolkata) offer AFMS seats counselled via MCC. Fees are per AFMS norms. Only for serving defence personnel.
Section 8

Stipend & Bond

WB government PG seats come with reasonable stipend and a moderate service bond.

49884
Min Govt Stipend / Month
Junior residents at peripheral government colleges in districts like Bankura, Malda, Purulia.
115506
Max Govt Stipend / Month
Senior residents at IPGMER, Medical College Kolkata, and established Kolkata medical colleges.
Rs 5L
Discontinuation Penalty
Mid-course discontinuation penalty: Rs 5,00,000 for MD/MS and Diploma seats. Executed as indemnity bond on non-judicial stamp paper. Source: HFW Order HF/O/MERT/959/HFW-32093/321/2021 (cited in WBMCC Bulletin 2025, Sec 11 Pg 3).
3 yrs / 2 yrs
Service Duration
3 completed years for MD/MS/DNB Degree. 2 completed years for PG Diploma/DNB Diploma. Post-completion service bond penalty not specified in the WBMCC bulletin (per WBMCC Bulletin 2025, Sec 10 Pg 2).
1 Year
Debarment — Stray Round
Candidates allotted a seat in the Special Stray Vacancy Round who do not join are debarred from NEET PG the following year. Regular round (R1/R2/R3) non-joining = disqualified from further rounds within the same cycle only. Source: WBMCC stray round notices (annual pattern).
Low Fees + Moderate Bond = High Value
WB offers one of India's best value propositions for PG medical education: extremely low fees (Rs 5K-50K/year), decent stipend, and a relatively accessible seat count. Combined with 87 government institutes and 334 seats, WB is one of the most accessible states for PG admissions. The service obligation is 3 years (Degree) or 2 years (Diploma). Mid-course discontinuation carries a Rs 5L penalty. DNB seats have no state bond.

Private hospital (DNB) stipend ranges from Rs 48000 to Rs 48000/month.

Section 9

Security Deposits & Registration

Paid before counselling begins — prerequisite to participate.

Payment All Categories Notes
Registration & counselling fee ₹3,000 One-time, non-refundable. No category differentiation. Source: WBMCC Bulletin 2025, Sec 24 Pg 14.
Security deposit (state quota) Not specified centrally No central deposit amount in the state bulletin. Private college deposits are college-specific.

Registration fee is non-refundable. For private management quota seats, bank guarantee or indemnity bond may be required — amount is determined by the individual college, not centrally fixed (WBMCC Bulletin 2025, Pg 5).

Section 10

Key Insights

What makes WB PG counselling unique — and what to watch out for.

3 Domicile Proformas
WB requires 3 different domicile proformas: Proforma-I (born in WB), Proforma-II (studied 10 years in WB), or Proforma-III (parent domiciled in WB). Carry the correct one during certificate verification. Getting the wrong proforma can disqualify you.
OBC-A / OBC-B Split
Unique to WB. OBC-A (10%) = Muslim backward communities. OBC-B (7%) = Hindu backward communities. Central OBC certificate is NOT valid. Need WB-issued OBC-A or OBC-B certificate. This matters for both state quota and AIQ counselling.
WBMCC Process
WBMCC conducts online counselling in 3-4 rounds with web-based choice filling. Certificate verification at designated centres in Kolkata. The process is relatively smooth but requires physical presence for verification.
No Deemed / No Private MC
WB has no deemed universities and no private medical colleges offering MD/MS. All PG seats are either government (WBMCC/MCC) or DNB (NBE). This means no MNG/NRI quota within the state — fewer options for high-rank candidates willing to pay more.
Strong Kolkata Hub
Kolkata has 6+ government medical colleges and 80+ DNB hospitals in close proximity. IPGMER, Medical College, NRS, RG Kar, CNMC, and Calcutta School of Tropical Medicine make it one of India's densest PG medical training hubs.
Non-Domicile Options
State quota = WB domicile only. But AIQ (50% govt seats via MCC), DNB (all seats), and AFMS (defence only) are open to non-domicile. The 50/50 AIQ split in government colleges makes WB accessible to non-domicile candidates through MCC counselling.
