How counselling works for you

In Odisha, Odisha Joint Entrance Examination Committee (OJEE) holds your state seats — 5 rounds (Round 1, Round 2, Mop-Up Round (Round 3), Stray Vacancy Round, Spot Round (Offline at OJEE Bhubaneswar)).

The steps, in order:

  1. Registration — pay the fee, create your account on the portal (MCC or your state’s).
  2. Choice filling — you rank every seat you would actually join, in the order you want it.
  3. Lock — choices close at a fixed deadline; the list is frozen, no more edits or reordering after.
  4. Allotment — the system goes straight down your list and gives you the first seat still open at your rank.
  5. Freeze or Float — accept and stop (Freeze), or stay in line for something higher while your current seat is held (Float).
  6. Report + deposit — verify documents, pay the seat deposit.
  7. Later rounds — Round 2, Round 3 (mop-up), and a stray-vacancy round fill what is left; floating carries you into the next round automatically.
  8. Upgrade / exit — you can move up in a later round, or step away — but only Round 1 lets you leave without losing the deposit.

2026 change on MCC seats: After each allotment you now choose Freeze or Float. Freeze = accept and stop: you report once at the allotted college for document verification and fee, and you’re done. Float = accept but stay in line for a higher choice: under the 2026 reform you do not report physically while floating — your provisional admission stays valid online as you take the next rounds. Upgradation is open up to Round 3; after Round 3 anyone still holding a seat reports physically to finish.

This reform is MCC’s own — it covers AIQ, deemed and central seats only. Odisha’s own counselling (held by OJEE) sets its own process; check with them for how upgrades work on your state seats.

Odisha Bond: The Full Picture
Odisha has the strictest PG bond enforcement in India. Here is what the fine print says:
₹50–68L
Bond = Double Stipend Received
The bond penalty is calculated as double the total stipend received during PG training. For major GMCs at ₹73K/month x 36 months = ₹26.3L stipend, so bond = ~₹52.6L. Acharya Harihar Cancer Centre at higher stipend = ₹68L. The amount varies by institution and stipend level.
PDRA
Public Demand Recovery Act
Bond defaulters are treated as public debt defaulters under PDRA. This means: property attachment, salary garnishment, bank account freezing. You cannot just "pay and walk away" like most states. Strictest enforcement mechanism in India for PG bonds.
Mid-Course Exit
If you leave during PG training (not just after): ₹10 Lakhs penalty + refund of ALL stipend received till date. For a Year 2 exit, this could be ₹10L + ₹17.5L = ₹27.5L.
District Hospitals
Lower bond at district hospitals (~₹36L) but the 2-year service is still mandatory. PDRA enforcement still applies. District hospital bonds are proportionally lower because the stipend is lower.
Bottom line: If you plan super-speciality (DM/MCh) immediately after PG, Odisha government is a risky choice. The 2-year bond + PDRA means you cannot leave for SS training without either serving 2 years or facing debt recovery proceedings. Factor in ₹50-68L + 2 years as what an Odisha govt PG seat asks of you if you cannot serve the bond.
