Section 1

Counselling Structure

CEE Kerala (Commissioner for Entrance Examinations) conducts Kerala PG counselling. Kerala has a uniquely complex private college ecosystem.

50% of government college seats + CQ in private colleges. Conducted by CEE Kerala. Includes MD, MS, PG Diploma.
Eligibility: Kerala domicile (Keralite definition per CEE rules). SEBC/OEC/SC/ST reservation applies. Domicile required.
MQ
Management Quota
Seats in self-financing private colleges. Kerala has a large private medical college network with MQ seats. Fee regulated by the Fee Regulatory Commission.
Eligibility: MQ seats in private colleges. Some open to non-domicile. Higher fee than government quota.
DNB
DNB / NBE Diploma
687 seats across 106 hospitals. Counselled by NBE. Kerala has one of India's largest DNB networks.
Eligibility: All India — any NEET PG qualified candidate. No domicile restriction.
Deemed
Deemed / NRI
117 deemed seats (Amrita Institute etc.). MNG + NRI quota under MCC counselling. High fees but accessible at higher ranks.

9 SEBC Groups + OEC — India's Most Complex System
Kerala's reservation system is the most granular in India. The state has 9 SEBC groups (including Ezhava, Muslim, Latin Catholic, SIUC, Dheevara, Viswakarma, and more), each with separate reservation percentages. Additionally, OEC (Other Eligible Communities) is a Kerala-specific category for forward communities that are economically backward. Your community certificate must specify your exact SEBC group number. Some UG categories like the Palakkad SC exception do not apply to PG.

SEBC communities in Kerala include: Ezhava/Thiyya (Group I), Muslims (Group II), Latin Catholic (Group III), SIUC (Group IV), Dheevara/Arayan (Group V), Viswakarma (Group VI), Kusavan/Other Hindu (Group VII), Converts from SC/ST (Group VIII), and Ex-servicemen (Group IX). Each group has a distinct reservation percentage.

Government Medical College, Thiruvananthapuram is Kerala's most prestigious — consistently the most competitive for PG admissions with the best closing ranks. Government MC, Kozhikode (Calicut) is the second-most competitive, particularly strong in Medicine and Surgery. Government MC, Kottayam and Government MC, Thrissur follow closely. Government TD MC, Alappuzha rounds out the top 5. Kerala government colleges have very low fees and good stipend.

Kerala has one of India's largest DNB hospital networks. Hospitals like Aster Medcity, Baby Memorial, KIMS (Trivandrum & Kochi), Malabar Institute, Jubilee Mission, Lakeshore, Lourdes, Rajagiri offer excellent clinical training across 90+ hospitals. Kerala DNB is particularly strong in General Medicine, Paediatrics, OBG, and Emergency Medicine. These seats are counselled by NBE, so no domicile restriction.

Amrita Kochi — Kerala's Deemed PG Hub
Amrita Institute of Medical Sciences (AIMS), Kochi is Kerala's primary deemed university for PG. Known for excellent infrastructure and clinical exposure. MNG seats are competitive (closing rank 3,000-15,000 depending on speciality). Fees are significantly higher than government colleges but lower than many north Indian deemed universities. Counselled via MCC — no CEE Kerala involvement.

Fee Structure

Kerala government fees are among India's lowest. Private fees are regulated but significantly higher.

Government (State Quota)
Government college fees: Rs 10,000 to Rs 1.25L/year.

Thiruvananthapuram, Calicut, Kottayam, and Thrissur GMCs charge at the lower end. Extremely affordable PG education.
Private (MQ via CEE)
Self-financing college fees regulated by Kerala Fee Regulatory Commission. Government quota in private: Rs 3-8L/year. Management quota: Rs 10-30L/year.

NRI quota: Rs 25-60L/year.
DNB (Private Hospitals)
NBE-listed fee is Rs 1.25L/year (placeholder). Actual hospital fees vary — mission hospitals like Jubilee Mission are affordable, corporate hospitals like Aster Medcity charge more.

Kerala DNB offers some of the best training-to-fee ratios in India.
Deemed (Amrita)
MNG fees: Rs 15-45L/year depending on speciality. Radiology and Dermatology at the top.

NRI fees: Rs 30-80L/year. Still competitive compared to many north Indian deemed universities.

Kerala Bond Context
Kerala's bond structure is one of India's strictest: Rs 50L liquidated damages for discontinuation or failure to serve + all stipend drawn. However, general merit candidates only serve 1 year post-completion (vs 2–3 years in most states). The combination of short service obligation but severe penalty is unique. Private hospital (DNB) stipend ranges from Rs 20000 to Rs 62000/month.

Paid before counselling begins — prerequisite to participate. Kerala has a tiered deposit structure including a separate option registration fee.

9 SEBC Groups
Kerala's reservation is India's most granular with 9 SEBC groups. Your community certificate must specify your exact group number. Central OBC certificate is NOT valid for state quota. Each group has a distinct reservation percentage and competition pool.
OEC Category
Other Eligible Communities (OEC) is unique to Kerala. It covers forward communities that are economically backward — similar to EWS but for specific communities. OEC gets ~3% reservation. If you're a forward community Keralite with economic constraints, check if you qualify.
CEE Kerala Process
CEE Kerala conducts online counselling with centralized allotment. Web-based option entry, merit list publication, and allotment. Certificate verification happens at designated centres. Process is well-organized but requires understanding of the complex category system.
Largest DNB Network
Kerala has 106 DNB hospitals — one of India's largest. This is because Kerala's private healthcare ecosystem is extensive. For non-domicile candidates, Kerala DNB offers more options than almost any other state. Mission hospitals offer particularly good training at affordable fees.
Non-Domicile Options
State quota = Kerala domicile only. But AIQ (50% govt via MCC), DNB (all 687 seats), and deemed MNG (all 117 seats) are open to non-domicile. Kerala's massive DNB network makes it one of the most accessible states for non-Keralite PG aspirants.
Private College Ecosystem
Kerala has a large self-financing medical college network. Government quota in private colleges is through CEE Kerala (domicile). MQ/NRI seats may be accessible to non-domicile depending on individual college policies. Fee Regulatory Commission controls pricing but MQ fees are still Rs 10-30L/year.
