Since UT restructuring, domicile rules have been updated. Non-J&K candidates cannot access state quota seats. Only AIQ 15% through MCC. Verify your domicile certificate type before applying to JKBOPEE.
Bond
No state service bond for Jammu and Kashmir government PG seats. A 2-year service bond has been proposed and is with the Finance Department; it is not in force, and the J&K prospectus does not mention a bond.
J&K PG bond requires 3 years of service within the UT. Given the geography, remote postings are real. Factor in living conditions for posted districts. Bond penalty: ₹15-20L depending on college type.

Completely Closed for Non-Domicile PG
J&K is completely closed for non-domicile candidates in state PG counselling. State quota requires J&K UT domicile. Even ASCOMS NRI seats are restricted to J&K domicile holders. The only route for non-domicile is the 50% AIQ seats under MCC at government colleges — these are filled through central MCC counselling, not BOPEE.

How counselling works for you

You are in 2 counselling processes.

  • MCC — All India Quota, DNB and NBE seats, every deemed seat. About half the seats.
  • Your state — its own state-quota seats. About the other half.

Separate registration for each. Separate dates. Separate fee.

The steps, in order:

  1. Registration — pay the fee, create your account on the portal (MCC or your state’s).
  2. Choice filling — you rank every seat you would actually join, in the order you want it.
  3. Lock — choices close at a fixed deadline; the list is frozen, no more edits or reordering after.
  4. Allotment — the system goes straight down your list and gives you the first seat still open at your rank.
  5. Freeze or Float — accept and stop (Freeze), or stay in line for something higher while your current seat is held (Float).
  6. Report + deposit — verify documents, pay the seat deposit.
  7. Later rounds — Round 2, Round 3 (mop-up), and a stray-vacancy round fill what is left; floating carries you into the next round automatically.
  8. Upgrade / exit — you can move up in a later round, or step away — but only Round 1 lets you leave without losing the deposit.

2026 change on MCC seats: After each allotment you now choose Freeze or Float. Freeze = accept and stop: you report once at the allotted college for document verification and fee, and you’re done. Float = accept but stay in line for a higher choice: under the 2026 reform you do not report physically while floating — your provisional admission stays valid online as you take the next rounds. Upgradation is open up to Round 3; after Round 3 anyone still holding a seat reports physically to finish.

Post-2019 Domicile: What Changed
After Article 370 abrogation, J&K became a UT. The old Permanent Resident Certificate (PRC) was replaced by a UT Domicile Certificate. Key changes: (1) 15-year residency OR 7-year schooling qualifies for domicile, (2) 4 new ST tribes added in 2025 — Gadda Brahmin, Koli, Paddari, Pahari — expanding the ST pool significantly, (3) 50% female reservation within each category applies in J&K PG counselling, (4) CDP (Children of Defence Personnel/Terrorism-affected) gets dedicated 3% reservation.
RBA + ALC + PSP = 17% unique to J&K

Horizontal reservations: 50% female within each category, 4% PwD, 3% CDP (terrorism-affected/defence). RBA (Resident of Backward Area) covers remote districts like Poonch, Rajouri, Kishtwar.

SKIMS vs GMC Jammu vs GMC Srinagar
SKIMS Soura is J&K's premier institute — autonomous status, better infrastructure, and competitive ranks for clinical branches. GMC Jammu and GMC Srinagar are the two oldest and largest government colleges. Newer GMCs at Kathua, Doda, Rajouri, Anantnag, and Baramulla have limited PG seats but expanding rapidly. SKIMS Bemina operates as a satellite campus with select specialities.

Post-2019 UT Status
J&K became a Union Territory in 2019. PG counselling moved from old PRC-based to UT domicile-based. BOPEE now handles state quota counselling under central government oversight. AIQ seats are under MCC like all other UTs/states.
4 New ST Tribes (2025)
Gadda Brahmin, Koli, Paddari, Pahari were added as Scheduled Tribes in 2025. This significantly expands the ST reservation pool. If you belong to these communities, your competition is dramatically reduced for state quota seats.
50% Female Reservation
J&K applies 50% horizontal reservation for women within each category. This is one of the highest female reservation percentages for PG medical seats in India. Practically, this means female candidates have a significant advantage in state quota.
SKIMS Prominence
SKIMS (Sher-i-Kashmir Institute of Medical Sciences) is J&K's premier institute with autonomous status. It attracts the most competitive ranks for clinical branches and offers better research infrastructure than GMCs.

Completely Closed State
