Closed at rank X means the last seat in that college in that quota went to a candidate ranked X in 2025. If your rank is above X (numerically smaller), you qualify. If your rank is below X, you would not have received that seat last year — though 2026 cutoffs will shift.

Government seats (green Govt) are the anchor of any choice list. Govt seat in private college — government-rate seats inside a private college (e.g. KEA Karnataka). Management seat · govt college — management quota inside a government college, at management fee. Deemed universities are privately run; check scholarship tiers. Private seats (amber Private) are there if the fee is workable. NRI seats (purple NRI) are open nationally at higher fees.

Paying for a medical seat is a real decision — not a default. It only makes sense in two specific cases. Outside these two, a government seat on your list is almost always the better anchor.

The trade: bond and service vs higher cost

Government seats often come with a bond obligation — a mandatory service period in a government facility after graduation. Many states enforce a financial penalty for breaking the bond. The service duration and penalty amount vary significantly by state; your college entries show the bond chip where we have verified data. This is real, not theoretical. Factor it in.

Deemed seats cost more upfront but typically have no bond obligation. For a family that cannot commit to a service period, this matters. The comparison is not just yearly fee — it is total cost of the degree vs service obligation. The actual fee for each deemed college is shown in your Colleges list.

Dates & documents you can't miss
The candidates who lose seats at reporting time — not at rank time — are usually the ones who assumed documents would be easy. They are not.
Watch out
Domicile certificate is the most commonly missing document at state counselling. If your state quota is part of your plan, start the domicile process now — it takes time. Don't discover this after allotment.

The documents that trip people up

Domicile / nativity certificate. Required for state counselling. Issued by the Revenue Department — not your school, not your college. Processing takes 2–4 weeks. Apply immediately if you haven't.

Category certificate in prescribed proforma. SC/ST/OBC-NCL/EWS certificates must be in the exact format prescribed by the counselling authority. An old certificate in a different format may be rejected.

PwD certificate from a designated centre. Must be issued by a government-designated hospital — not a private doctor. List of designated hospitals is in the NTA and MCC brochure.

Where people lose seats — not rank

Not reporting within the deadline. An allotment that is not physically reported to the college within the window is forfeited permanently. No exceptions, no appeals. In your rank band in 2025: 2097 of 9400 candidates did not report Round 1 and ended with nothing — 22.3% of the band.

From Round 2 onwards, the security deposit is forfeited if you are allotted and do not join. Round 1 is the only round with a free exit. In your band in 2025: 956 candidates got a Round 2 allotment, did not report, and got nothing in Round 3.

State counselling runs on a separate schedule. MCC dates and state dates are different — and state registration windows close before MCC Round 2. Missing state registration means losing 85% of government seats.

Choice list ordering is irreversible once locked. A safe seat placed above your preferred seat means you receive the safe seat — the system cannot reach down past it.

Forfeiture rule
Round 1: Free exit — if the allotted seat is not joined, no deposit is forfeited. Round 2 onwards: if allotted and you do not report or join, the security deposit is forfeited and you may be barred from remaining rounds of that counselling cycle. Verify exact penalty from the state brochure before counselling.
Domicile rule for state quota

Domicile rules vary by state. Typically: studied in the state for 7+ consecutive years OR a parent holds domicile of that state. Without a valid domicile certificate, state quota (85% of government seats) is closed to you. Check state brochure.
