Counselling Structure

HNBUMU (Hemwati Nandan Bahuguna Uttarakhand Medical University) conducts state PG counselling. 3 eligibility paths exist.

State Quota (HNBUMU)
50% of government seats. GMC Haldwani, VCSGGMS&RI Srinagar (Garhwal), and newer medical colleges.
Eligibility: Uttarakhand domicile. 3 paths: (1) born in UK, (2) 10+ years residency, (3) parent in UK govt service.
AIQ
All India Quota
50% of government seats under MCC. Private colleges have AI Open seats accessible to all India.
Eligibility: Any NEET PG qualified. AI Open at private = open to all India.
DNB
DNB / NBE Diploma
24 seats at private hospitals via NBE counselling.
Eligibility: All India. No domicile restriction.
3 Eligibility Paths for Uttarakhand Domicile
Uttarakhand accepts domicile via 3 paths: (1) Born in Uttarakhand with birth certificate, (2) 10+ years continuous residency in UK with proof, (3) Parent employed in UK government service. Path 3 is unique — children of UK govt employees posted from other states qualify for domicile status. AI Open seats at private colleges are a separate non-domicile route — these seats are filled via state counselling but open to all India candidates.

Key Insights

AI Open at Private
Private colleges in Uttarakhand offer AI Open seats accessible to all India candidates via state counselling. This is a non-domicile route separate from AIQ and DNB. Check HNBUMU notification for specific seat counts.
AIIMS Rishikesh = Separate
AIIMS Rishikesh is NOT under HNBUMU. It comes under MCC (AIIMS category). Do not confuse it with state quota seats. AIIMS Rishikesh is highly competitive for all clinical branches.
Hill State Advantage
Uttarakhand's PG capacity is small relative to demand. However, the hill state status means government stipends include hill area allowance. Remote postings in Garhwal/Kumaon carry additional incentives.
Growing PG Network
New GMCs at Almora, Srinagar (Garhwal), and Kashipur are being set up. PG seats will expand over the next 2-3 years as these colleges mature.
