Section 1

How Tamil Nadu PG Counselling Works

Conducted by the Directorate of Medical Education (DME) via the TN Medical Selection Committee. State counselling runs parallel to MCC AIQ rounds.

Selection Committee (SC)
Tamil Nadu uses a state merit list derived from NEET PG scores. The TN Medical Selection Committee at tnmedicalselection.net conducts counselling for all MD/MS/Diploma/DNB seats under state quota.
Counselling Rounds
Typically 3 regular rounds + Mop-up + Stray vacancy round. After each round, candidates can retain, upgrade, or exit. Choice locking applies in later rounds.
Domicile Requirement
Government seats require TN domicile. Private college Management Quota (MQ) and NRI seats are open to all India candidates with valid NEET PG score. This is the primary route for non-domicile candidates.
MCC vs State: The Two-Track Decision
Tamil Nadu PG candidates face the classic choice: MCC AIQ (15% of govt seats, All India merit, AIR-based) vs State counselling (85% govt + 100% private GQ + MQ + NRI). Unlike some states, TN does not have a separate state merit list — NEET PG AIR is used directly for state counselling ranking. The Annexure 18 rule applies: joining in one track beyond a certain round blocks you from the other track's later rounds.
Section 2

Seat Classification

Tamil Nadu PG has 3 main seat types. Understanding which seats you are eligible for is the first strategic decision.

Government Quota (GQ)
All seats at government medical colleges + Government Quota seats at private colleges. Full category reservation applies (OC, BC, BCM, MBC&DNC, SC, SCA, ST).
Eligibility: Tamil Nadu domicile with valid NEET PG score. Non-domicile candidates cannot access these seats.
M
Management Quota (MQ)
Available at private medical colleges. Typically 35–50% of private college seats. Higher fees than GQ. Open to all India candidates.
Eligibility: Any Indian citizen with valid NEET PG score. This is the primary route for non-domicile candidates. No category reservation — pure merit.
N
NRI Quota
Available at select private colleges. Highest fee tier. NRI/NRI ward/PIO/OCI candidates eligible. Some colleges convert unfilled NRI seats to MQ in later rounds.
Eligibility: NRI / NRI Ward / PIO / OCI candidates. Separate (higher) fee structure. Limited seats.

7 reservation categories used in state counselling. Only applicable for government quota seats (requires TN domicile).

No EWS in State Quota
Tamil Nadu does not implement EWS (Economically Weaker Section) reservation in state counselling as of 2025. EWS reservation applies only in MCC AIQ counselling (central quota). If you are EWS, your EWS benefit works at the central level, not in TN state seats.
In-Service Quota
TN has an in-service quota for doctors working in government hospitals. These candidates get a separate merit list and dedicated seats. In-service candidates cannot apply for non-service seats in the same counselling cycle.

DNB at Private Hospitals

Tamil Nadu has 136 private and DNB hospitals offering PG training. Most are single-speciality hospitals accredited for DNB.

DNB vs MD/MS at Govt Colleges
Tamil Nadu's DNB landscape is dominated by single-speciality hospitals — eye hospitals (Aravind, Sankara Nethralaya), ortho centres, cardiac centres. These offer DNB training in their speciality only. Key differences: DNB training is at private hospitals (no stipend from govt), fees are typically higher, and the bond rules of government colleges do not apply. However, DNB from top TN hospitals (like Aravind Eye, Apollo, MIOT) carries strong clinical reputation.

Fee Structure

Tamil Nadu PG fees vary dramatically by college type. Government colleges are among the cheapest in India for PG training.

Tamil Nadu's Fee Fixation Committee sets standard rates for private college PG seats. These are the three tiers every TN PG aspirant must know:

TN domicile only. Category reservation applies.

Management Quota (MQ)
Open to all India. No reservation. Pure merit.
₹29L/yr
NRI Quota
~10 private colleges. NRI/NRI ward only.
The 8x gap: GQ at ₹3.5L vs NRI at ₹29L means a TN domicile candidate pays ₹10.5L total (3 years) while an NRI pays ₹87L — for the exact same seat at the same college. MQ (non-domicile route) at ₹48L total is the middle ground.

Government College Fees + Stipend = Effectively Free Training
At TN government colleges, annual fees range from ₹20,000 to ₹70,000 while monthly stipend is ₹50,000–55,000. That means the stipend alone is ₹6–6.6 lakh/year — far exceeding the fee. You are effectively earning while training. This makes TN government PG seats some of the most financially attractive in the country.
Stipend > Fee at every government college = net positive income during PG
Section 9

Stipend & Bond Rules

Tamil Nadu government PG seats come with stipend and a compulsory service bond. Understanding the financial commitment is critical.

Government PG residents receive ₹50,000–55,000/month stipend. ESI-PGIMSR Chennai pays higher at ~₹1.1L/month. Private colleges and DNB hospitals generally do not provide stipend.
2 Years
Compulsory Service Bond
Most TN government PG graduates must serve 2 years in a government hospital (rural/PHC) after completing their degree. This is mandatory for state quota seat holders.
₹20–40L
Bond Penalty
If you break the service bond, penalty ranges from ₹20L to ₹40L depending on the institution. Some colleges charge up to ₹40L for clinical specialities. Plus refund of any stipend received.

Private / DNB Bond
Most private colleges and DNB hospitals do not have a government service bond. However, some private colleges may have their own institutional bond requiring you to work at the college hospital for 1–2 years post-PG.

CMC Vellore — The Special Case

Christian Medical College, Vellore conducts its own PG admission separately from TN state counselling and MCC.

Key points about CMC Vellore PG:

1. Separate entrance: CMC Vellore PG admission requires NEET PG score + a separate written test + interview conducted by CMC. NEET PG rank alone is not sufficient.

2. Not under TN state counselling: CMC Vellore does not participate in TN DME state counselling. It is a deemed-to-be university and conducts its own admission process.

3. No domicile requirement: Open to all India candidates regardless of state domicile. Selection is based on CMC's own merit criteria.

4. Fees: CMC Vellore fees are moderate compared to other private colleges (roughly ₹50,000–2,00,000/yr depending on speciality) with stipend for PG residents.

5. Service bond: CMC has its own service bond requiring graduates to serve in rural/mission hospitals. This is a core part of CMC's ethos and is strictly enforced.

6. Reputation: Consistently ranked among India's top 3 medical colleges (NIRF). PG from CMC Vellore is considered on par with AIIMS/JIPMER for clinical training.
CMC Vellore is NOT in this dataset
Since CMC Vellore conducts its own admission, their closing ranks are not part of TN state counselling data or MCC AIQ data shown on this page. For CMC Vellore PG cutoffs, check cmcvellore.ac.in directly. Their admission timeline and process is completely independent.

Non-Domicile Access Routes

If you are not a TN domicile, here are your realistic options for PG seats in Tamil Nadu.

Non-domicile = no government college access in TN state counselling
Tamil Nadu government seats are exclusively for TN domicile candidates. Unlike some states that have an institutional quota for non-domicile, TN state government seats have zero non-domicile allocation.
Your options as a non-domicile candidate:
  • MCC AIQ (15% govt seats) — All India merit. AIR-based. Your best shot at a TN government college without domicile.
  • Private MQ seats — Management Quota at private colleges. Open to all India. Higher fees, no reservation.
  • NRI quota — If eligible. Highest fees but easiest access.
  • DNB at private hospitals — Many DNB hospitals in TN are under MCC counselling. Open to all India.
  • CMC Vellore — Own admission. No domicile requirement.
MCC AIQ Route
15% of TN government college seats go to MCC All India Quota. These are filled via MCC counselling (not TN state). No domicile needed. Closing ranks are tighter than state quota because the competition is national. But this is the only way to get a TN govt college seat without TN domicile.
Private MQ: The Realistic Option
For most non-domicile candidates, Management Quota at private colleges is the practical route. Fees are higher (₹10–25L/yr) but seats are available. No category reservation applies — pure merit. Popular private colleges: SRM, Chettinad, Meenakshi, Saveetha, SIMS.
Section 12

Round-by-Round Strategy

Each round changes the picture. Understanding TN's round dynamics is critical for planning.

R1 First allotment
Tightest closing ranks. Top candidates lock in their first preference. Many take a safe option and plan to upgrade. Key decision: Join R1 allotment or wait for better options in R2? Joining freezes your choice until R2 upgrade window.
R2 Movement round
Seats vacated by candidates who joined MCC AIQ become available. Upgrades happen — candidates who held in R1 can move to better colleges or specialities. Closing ranks relax for many combos. This is where patience pays off.
R3 + Mop-up Final rounds
Maximum seat availability. NRI seats that were unfilled may convert to MQ. Candidates disqualified due to cross-counselling rules open up seats. R3 is the practical final round for serious candidates. Mop-up and stray vacancy rounds have limited seats and unpredictable outcomes.
The Chennai Hierarchy

What the data tells us

925 seat-speciality combinations. These are the patterns that emerge from the numbers.

THE CHENNAI GOVERNMENT HIERARCHY
MD Medicine General (OC): MMC Chennai closed at AIR 799, Stanley at 1,083, Kilpauk at 1,965. The top ~2,000 AIR ranks choosing TN state counselling split across Chennai's government colleges. If your AIR is under 2,000 and you are TN domicile, you are getting Medicine at a Chennai government college.
ESI-PGIMSR Chennai closes at AIR 1,062 for Medicine — between MMC and Stanley. But it has a very different fee structure (₹2.5L/yr vs ₹50K/yr at state govt). The trade-off: higher fee but much higher stipend (₹1.1L/month) and it is under MCC counselling (accessible to non-domicile via AIQ).
The OBC advantage in TN: At MMC Chennai, Medicine OC closes at AIR 799 but OBC closes at AIR 686. Wait — OBC is tighter than OC? This happens because the best OBC candidates compete in OC (open to all) and may take OC seats on merit, leaving OBC seats for the next-best OBC candidates. At other colleges like Tirunelveli (OC: 913, OBC: 2,448), the pattern is more typical with OBC having significantly higher (easier) closing ranks.
THE SC CLOSING RANK GAP
At Madras Medical College, Medicine closes at AIR 799 for OC vs AIR 5,199 for SC — a 6.5x gap. At Tirunelveli, it is AIR 913 (OC) vs 12,693 (SC) — a 14x gap. This means an SC candidate at AIR ~13,000 can get MD Medicine at a TN government college, while an OC candidate at the same rank would not get any clinical speciality at a government college. Category reservation in TN PG is one of the most impactful in the country.
