Section 1

Counselling Structure

RUHS (Rajasthan University of Health Sciences) conducts state PG counselling. All 407 seats in our DB are under AIQ (MCC). State quota is separate.

~50% of government seats. Conducted by RUHS in multiple rounds. Includes MD, MS, PG Diploma, DNB at govt hospitals.
Eligibility: Rajasthan domicile only. Must have completed MBBS from Rajasthan institution or be a Rajasthan domicile.
MQ
Management Quota
Private college seats filled via state counselling. Requires bank guarantee for seat acceptance. Higher fees than government quota.
Eligibility: Rajasthan domicile preferred. Non-domicile access restricted — available from Round 3 only (Govt/Mgmt seats).
NRI
NRI Quota
Available at government colleges only. Rajasthan is one of the few states with NRI seats at govt institutions. Private colleges do NOT have NRI quota.
Eligibility: NRI/NRI ward/OCI. Available in R1 and R2 for NRI. No NRI quota at private colleges.
DNB
DNB / NBE Diploma
108 seats across 48 private hospitals. Mostly counselled by NBE (All India), some govt DNB via RUHS.
Eligibility: NBE-counselled seats = all India, no domicile restriction. Govt DNB via RUHS = domicile rules apply.
Section 2

Non-Domicile Restrictions

Rajasthan has among the strictest non-domicile rules for PG counselling in India.

Rajasthan's Two Hierarchies — From Official Brochure 2025
Rajasthan PG has two parallel eligibility tracks, not just "domicile vs non-domicile". This is the single most important thing to understand:
Hierarchy 1: State Quota (50%)
50% of govt seats + 50% of private seats.
Eligibility: MBBS from Rajasthan colleges OR Rajasthan govt medical officers/teachers.
25% of govt seats within this: preference to MBBS from Rajasthan University / RUHS.
Domicile-only through R3. Opens to all-India in stray vacancy round only.
Hierarchy 2: All-India Private (50%)
Remaining 50% of private college seats.
Eligibility: ANY NEET PG qualified candidate with NMC-recognized MBBS from anywhere in India.
Available from Round 1 itself.
No domicile restriction. No MBBS-state restriction. Pure merit.
Non-domicile CAN get 50% of private seats from R1 — not R3

What This Actually Means
Non-domicile at private colleges from R1: Unlike what most guides say, non-domicile candidates CAN participate in Rajasthan PG counselling from Round 1 for 50% of private college seats. These are all-India open seats.

Government seats: Strictly MBBS-from-Rajasthan (not just domicile). A Rajasthan domicile who did MBBS from Maharashtra is NOT eligible for Rajasthan govt state quota. State eligibility drops only in the stray vacancy round.

NRI at private: Unlike most states, Rajasthan private colleges do NOT have an NRI quota. NRI seats exist only at government colleges.

Private colleges cannot: Charge advance fees, take post-dated cheques, or demand bank guarantees from students (HC order dated 31.05.2021).
Two tracks: Govt + 50% private = domicile | 50% private = all-India from R1
What Non-Domicile Can Get
R1 onwards: 50% of private college seats are open to all-India candidates from Round 1. These include clinical branches at Geetanjali Udaipur, MGMC Jaipur, Pacific Udaipur, AIIMS (private), Ananta Rajsamand.

NBE-counselled DNB: All India open, no restriction. Primary route for non-domicile wanting corporate hospital training.

Stray vacancy round: All remaining seats (including govt) drop state eligibility criteria.
What Non-Domicile Cannot Get
State quota (50% govt + 50% private): Closed to non-domicile through R3. Only opens in stray vacancy.

NRI quota: Only at government colleges, and only for actual NRI/NRI ward candidates.

Private NRI: Does not exist in Rajasthan.

Management seats at RajMes/RUHS: Require Rs 2L security deposit. Domicile-only through R3.

Forfeiture rules: R1 non-join = no forfeiture. R2/R3 non-join = forfeited + barred from further rounds. Stray non-join = forfeited + debarred for next year.

MBC: Rajasthan's Unique Category
Rajasthan has a Most Backward Class (MBC) reservation at 5%, separate from OBC. Communities like Gujar and Raika/Rebari fall under MBC. This is a state-specific category — it applies to RUHS state quota counselling, not AIQ. MBC candidates competing in AIQ must use their OBC-NCL certificate (if eligible) or compete as General.
MBC = 5% state quota only, not applicable in AIQ

ST reservation in Rajasthan (12%) is among the highest in India due to significant tribal populations in southern Rajasthan (Banswara, Dungarpur, Udaipur). Horizontal reservations for women, PwD, and ex-servicemen apply within each vertical category.

SMS Medical College, Jaipur is Rajasthan's most competitive — Radiology closes at rank 317, Dermatology at 398, General Medicine at 538. RNT Medical College, Udaipur is marginally more competitive for Radiology (rank 251 — the best in the state). Dr SN Medical College, Jodhpur follows closely. Government fees are nominal — Rs 14,093/year at SMS and most major GMCs. Stipend ranges from Rs 62,000 to Rs 1.3L/month.

SC/ST closing ranks at SMS are significantly higher (weaker) than GEN — SC General Medicine closes at 8,650 vs GEN at 538. This reflects the smaller candidate pool competing for reserved seats at Rajasthan's top institution.

What makes Rajasthan PG counselling unique — and what to watch out for.

NRI at Govt Only
Rajasthan is one of the few states where NRI quota exists at government colleges but NOT at private colleges. This is the opposite of most states. NRI families seeking Rajasthan PG seats must target government NRI quota in R1/R2.
Non-Domicile: R1 for 50% Private
Non-domicile candidates can access 50% of private college seats from Round 1 (all-India open). Govt + remaining 50% private = MBBS-from-Rajasthan only through R3 (stray vacancy drops this). DNB seats are always open via NBE.
Bank Guarantee for Mgmt
Management quota seats at private colleges require a bank guarantee (typically Rs 5-10L) at the time of seat acceptance. This is to prevent candidates from accepting seats and then abandoning them. The guarantee is returned upon course completion.
MBC Reservation
Rajasthan's 5% MBC (Most Backward Class) reservation is unique. Gujar, Raika/Rebari communities benefit from this. MBC is state-specific — applies to RUHS counselling only, not AIQ. MBC candidates in AIQ must use OBC-NCL or compete as General.
District Hospitals = Entry Points
Rajasthan has DNB/Diploma seats at 20+ district hospitals (Barmer, Jhunjhunu, Churu, Hanumangarh, Sikar, Nagaur, Dholpur, etc.). These close at much higher ranks (30K-80K) and are viable options for candidates who cannot get major GMC seats.
Bond vs DNB Trade-off
Rs 1.5 Cr bond makes government seats expensive if you cannot serve 2 years in rural Rajasthan. DNB at Santokbha Durlabhji, Manipal, or Fortis Jaipur has no bond, good clinical exposure, and is open to all India. Factor the bond penalty into your total cost calculation.
