Section 1

Counselling Structure

BFUHS (Baba Farid University of Health Sciences) conducts Punjab state PG counselling. 3 rounds + stray vacancy. Private colleges have Govt Quota + Management Quota + NRI Quota with separate seat splits.

AIQ
All India Quota (50%)
78 AIQ seats (50% of govt) counselled by MCC. Punjab govt colleges split 50-50 between AIQ and State Quota (not 85-15 like most states).
Eligibility: All India — NEET PG qualified. No domicile restriction. 50% AIQ is unusually high.
PVT
Private Colleges
DMC Ludhiana, CMC Ludhiana, SGRD Amritsar, Adesh Bathinda, Gian Sagar Rajpura. Each has separate Govt Quota + Management + NRI quota with different eligibility rules.
Key: Non-domicile access varies by college. CMC Cat B and SGRD minority are All India. Adesh Open Merit is 50% All India.
Punjab is 50-50, Not 85-15
Unlike most states where AIQ is only 15% of govt seats, Punjab splits government college seats 50% AIQ + 50% State Quota. This means significantly more seats are accessible to non-domicile candidates through MCC counselling. Combined with private college All India quotas at Adesh and minority routes at CMC/SGRD, Punjab offers more non-domicile access than most North Indian states.

Patiala vs Amritsar vs Faridkot
GMC Patiala is Punjab's most competitive GMC — strong infrastructure and historical reputation. GMC Amritsar is the second major centre with similar capacity. GGS Faridkot rounds out the Big 3 — a newer GMC under BFUHS with 21 specialities including Immuno Haematology. All three charge Rs 1,25,000/year (clinical) or Rs 1,00,000/year (basic). Stipend varies by institution.

Private Colleges — Who Can Apply

Each private college has different eligibility rules. Non-domicile access varies significantly. Data from BFUHS PG Brochure 2025.

Non-Domicile Routes into Punjab PG
Route 1: AIQ at all 3 GMCs (50% of seats — unusually generous).
Route 2: DMC/Adesh management "Open" seats (general category only — NOT SC/BC/PwD).
Route 3: CMC Ludhiana Category B (Christians from all India).
Route 4: SGRD Amritsar Sikh minority (Sikhs from all India).
Route 5: NRI at any private college (all NEET eligible, Punjab NRI 1st preference).
Route 6: DNB hospitals (NBE counselling, no domicile restriction).
Minority Verification is Mandatory
BFUHS requires minority candidates to physically report to the respective minority institution before counselling for verification. The institute verifies eligibility as per their own rules. Only candidates verified by the institute are eligible for minority quota seats. This is done before choice filling — not after. Plan your travel accordingly.
Section 5

Fee Structure

From BFUHS PG Brochure 2025. Fees are deposited as 6-month installments through BFUHS payment gateway. Annual figures = 2x the 6-month deposit.

Basic Sciences — Govt
Rs 50,000 per 6 months. Anatomy, Biochemistry, Physiology, Pharmacology, Microbiology, Community Medicine, Forensic Medicine, Immuno Haematology.

Rs 62,500 per 6 months. Same as clinical MD/MS for government diploma seats.

Private college Govt Quota and Management Quota fees are the same per BFUHS notification. The distinction is in eligibility, not in fee.

NRI Fee Structure (USD)

NRI fees are in US Dollars — paid from NRE/foreign account
NRI is open to all NEET PG eligible candidates (any state). But Punjab NRI gets 1st preference per Punjab Govt notification — "preference category-wise merit." Eligibility cert: USD 1,500 + Application: USD 1,500 + Form: ₹3,000. 15% registration surcharge on NRI except Adesh and SGRD (exempt).

15% registration/continuation surcharge on tuition is charged from NRI candidates, except Adesh University Bathinda and SGRD University Amritsar (exempt per brochure).

Installment option: Bank guarantee/surety bond required for residual fee. Payment from foreign NRI account only (DD or wire transfer to ICICI Bank Faridkot, SWIFT: ICICINBBNRI).

NRI eligibility fee: USD 1,500 (eligibility certificate) + USD 1,500 (application fee) + Rs 5,500 (forms). Non-refundable. Must appear physically at BFUHS Faridkot for eligibility verification.

Total: 97 MD/MS seats + 4 USG training seats. Split 50% Govt Quota + 50% Management Quota. 17 specialities. NRI seats embedded within Management quota (1-2 per speciality).
Key specialities: Gen Medicine (16), Gen Surgery (8), Anaesthesia (15), Paediatrics (8), Radio-diagnosis (10), Pathology (8).
Govt Quota: Punjab domicile (IP + SC + BC + PwD).
Management Quota: Open + SC + BC + PwD + NRI. Includes 2 NRI seats per major clinical speciality.
NRI Fee: USD 1,25,000 lumpsum (clinical). 1st installment USD 65,000. ~Rs 1.05 Cr total.

CMC Ludhiana — Christian Minority, est. 1894

Total: 68 seats across 18 specialities. Three categories: A (IP/Govt), B (Minority), C (NRI). No separate "Management" quota — minority quota IS the management equivalent.
Category A (Govt): IP + SC + BC + PwD. Punjab domicile.
Category B (Minority): Open to ALL INDIA Christians. This is the main non-domicile route. ~30 seats across specialities. Requires service commitment.
Category C (NRI): 10 NRI seats across specialities. Vacant NRI seats convert to Category B (not to Govt quota).
Key: Paediatrics (9), Anaesthesia (10), Gen Medicine (8), Gen Surgery (8), Radio (6).
Minority verification: Physical reporting to CMC before counselling is mandatory.

SGRD Amritsar — Sikh Minority

Total: 115 seats across 18 specialities + 8 USG training seats. Two pools: General Quota (Punjab Govt notification) + Sikh Minority seats. Each pool has its own NRI 7.5%.
General Quota: IP + SC + BC + PwD + NRI (7.5%). Punjab domicile.
Sikh Minority: General + NRI (7.5%). Open to Sikhs from ANY state.
Key specialities: Gen Surgery (18), Gen Medicine (16), Anaesthesia (12), Pathology (12), Radio (10).
NRI: Exempt from 15% registration surcharge. Two NRI pools = more NRI access than other colleges.
Minority verification: Physical reporting to SGRD before counselling.

Adesh Bathinda — Private (non-minority)

Total: 74 seats across 20 specialities. Split 50% General Merit (IP only) + 50% Open Merit (All India basis).
General Merit (50%): IP + SC + BC + PwD. Punjab domicile.
Open Merit (50%): ALL INDIA basis. Open + SC + BC + PwD. No domicile restriction. This is the main non-domicile, non-minority route.
Key specialities: Anaesthesia (12), Gen Surgery (10), Radio (7), O&G (6), Ortho (5).
NRI: No separate NRI quota in seat matrix. NRI exempt from 15% surcharge.
Controversy: HC allowed management-level fees even for Govt Quota seats (contested).

Other Colleges

Gian Sagar MC, Rajpura (Patiala): 8 seats — Pathology (5) + O&G (3). Govt Quota + Management + NRI. Small college, limited options.

Homi Bhabha Cancer Hospital, Sangrur: 4 Radiotherapy seats. 50% AIQ + 50% State. Tata Trust oncology training.

Dr BR Ambedkar SIMS, SAS Nagar: 4 Microbiology seats. 50% AIQ + 50% State.

Netaji Subhas NIS, Patiala: 3 seats — PG Diploma in Sports Medicine. Unique niche programme.

DNB Hospitals

55 private hospitals. Mohali and Ludhiana are Punjab's DNB hubs. DNB fee: Rs 75,000/yr through BFUHS.

Mohali-Ludhiana DNB Corridor
Fortis Mohali is Punjab's largest DNB centre. SPS Ludhiana and Mohandai Oswal Ludhiana are the Ludhiana anchors. Mohali's proximity to PGI Chandigarh gives access to the broader Chandigarh medical ecosystem. Diploma seats (DCH, DGO, DA) are particularly strong in Punjab's DNB network. DNB Part C admission through NBE (Part B through BFUHS).
Section 8

Bond, Penalty & Exit Rules

From BFUHS brochure Step-IX: Fee and Penalty Clause.

Round 1
Free Exit Allowed
Option for upgradation and free exit in Round 1 only. Surrender seat in writing within stipulated period — full fee refund, no penalty. Can participate in R2.
Round 2+
Security Forfeited
Allotted in R2 but don't join = Rs 2L security forfeited (private) or Rs 25K (govt). Can still participate in R3 with fresh registration + fresh deposit.
Round 3
No Resignation Allowed
Per Supreme Court order (SLP 10487/2021): candidates who join in R3 and further rounds cannot resign and are ineligible for any further counselling. This is non-negotiable.
Rs 20L
Govt College Bond
GMC Patiala, Amritsar, and GGS Faridkot have a 2-year service bond at Rs 20L penalty. Moderate compared to states like Odisha (Rs 55L) or Gujarat (Rs 1Cr+).
Security Deposit Forfeiture Rules
Security is forfeited when: (1) Allotted in R1 but not upgraded in R2, and surrenders seat after free exit deadline. (2) Allotted in R2+ but does not report. (3) Admission cancelled for any reason (wrong documents, ineligibility). Refund process starts only after ALL rounds of counselling are complete — BFUHS will not entertain refund queries before that.

Key Insights

50% AIQ = Unusual Generosity
Most states keep 85% for domicile and give 15% to AIQ. Punjab gives 50% to AIQ at government colleges. This means more seats accessible through MCC for non-domicile candidates. Factor this into your strategy.
Adesh = Only Non-Minority All India
Adesh Bathinda is the only non-minority private college with 50% Open Merit (All India). If you're non-domicile, non-minority, and not NRI, this + AIQ are your only private routes. 20 specialities with All India access.
Private Fees = Same for Govt & Mgmt
Unlike many states, Punjab private colleges charge the same BFUHS-notified fee for both Govt Quota and Management Quota seats: Rs 6.85L/yr clinical, Rs 2.75L/yr basic. The difference is only in eligibility, not cost.
NRI: Watch the 15% Surcharge
NRI candidates pay 15% registration/continuation fee on top of tuition at most colleges. But Adesh and SGRD are exempt. On USD 1.25L clinical, that 15% = USD 18,750 extra (~Rs 16L). Choose your college wisely.
SGRD = Largest Private PG Hub
SGRD Amritsar has 115 MD/MS seats across 18 specialities — the largest private PG college in Punjab. Dual NRI access (7.5% Govt + 7.5% Minority). For non-Punjab Sikhs, this is the most accessible large private college.
CMC Cat B: Service Commitment
CMC Ludhiana's Category B (minority) seats come with a service commitment — not just a financial bond. Verify the specific terms before accepting. Vacant NRI seats convert to Cat B, making this pool larger than the initial seat matrix suggests.
