NEET PG 2025

Jammu & Kashmir NEET PG 2025
State Counselling Guide

30 institutes · 54 specialities · BOPEE counselling · Post-2019 UT domicile · SKIMS + GMC data

188 govt seats
15 DNB/private seats
54 specialities
Completely Closed for Non-Domicile PG
J&K is completely closed for non-domicile candidates in state PG counselling. State quota requires J&K UT domicile. Even ASCOMS NRI seats are restricted to J&K domicile holders. The only route for non-domicile is the 50% AIQ seats under MCC at government colleges — these are filled through central MCC counselling, not BOPEE.
Non-domicile: only AIQ (MCC) route available
Section 1

Counselling Structure

BOPEE (Board of Professional Entrance Examinations) conducts J&K PG counselling since UT status (2019).

SQ
State Quota (BOPEE)
50% of government seats counselled by BOPEE. MD/MS at GMC Jammu, GMC Srinagar, GMC Kathua, GMC Doda, SKIMS Soura, SKIMS Bemina.
Eligibility: J&K UT domicile certificate (post-2019 format). Must have NEET PG qualifying score. Category reservation applies.
AIQ
All India Quota
50% of government seats under MCC counselling. Open to all India candidates regardless of domicile.
Eligibility: Any NEET PG qualified candidate. No domicile restriction. Central reservation rules apply.
DNB
DNB / NBE Diploma
15 seats across private/mission hospitals. Counselled by NBE (not BOPEE). SMHS, ASCOMS, and district hospitals.
Eligibility: NBE counselling — but even ASCOMS NRI seats require J&K domicile. Effectively closed for non-domicile candidates.

Post-2019 Domicile: What Changed
After Article 370 abrogation, J&K became a UT. The old Permanent Resident Certificate (PRC) was replaced by a UT Domicile Certificate. Key changes: (1) 15-year residency OR 7-year schooling qualifies for domicile, (2) 4 new ST tribes added in 2025 — Gadda Brahmin, Koli, Paddari, Pahari — expanding the ST pool significantly, (3) 50% female reservation within each category applies in J&K PG counselling, (4) CDP (Children of Defence Personnel/Terrorism-affected) gets dedicated 3% reservation.
RBA + ALC + PSP = 17% unique to J&K

Horizontal reservations: 50% female within each category, 4% PwD, 3% CDP (terrorism-affected/defence). RBA (Resident of Backward Area) covers remote districts like Poonch, Rajouri, Kishtwar.

SKIMS vs GMC Jammu vs GMC Srinagar
SKIMS Soura is J&K's premier institute — autonomous status, better infrastructure, and competitive ranks for clinical branches. GMC Jammu and GMC Srinagar are the two oldest and largest government colleges. Newer GMCs at Kathua, Doda, Rajouri, Anantnag, and Baramulla have limited PG seats but expanding rapidly. SKIMS Bemina operates as a satellite campus with select specialities.

Ranks shown are AIQ closing ranks — R1 2025 data. BOPEE state quota ranks are separate and typically accommodate higher AIR numbers for domicile candidates.

Stipend & Bond

Government PG seats come with stipend. J&K has a rural service bond for state quota.

48000
Min Govt Stipend / Month
Newer GMCs and peripheral centres. Junior residents at district hospitals.
80000
Max Govt Stipend / Month
SKIMS and established GMCs offer higher stipend with hardship area allowances.
Service Bond
Rural Service Mandatory
BOPEE state quota PG graduates must serve in J&K rural areas post-completion. Bond duration and penalty vary by year — typically 1-2 years at designated health centres.
Hardship
Hardship Area Posting
Postings in border districts (Kupwara, Poonch, Rajouri) and remote areas carry additional hardship allowance. Some candidates prefer these for the accelerated career progression.
Section 7

Key Insights

What makes J&K PG counselling unique — and what to watch out for.

Post-2019 UT Status
J&K became a Union Territory in 2019. PG counselling moved from old PRC-based to UT domicile-based. BOPEE now handles state quota counselling under central government oversight. AIQ seats are under MCC like all other UTs/states.
4 New ST Tribes (2025)
Gadda Brahmin, Koli, Paddari, Pahari were added as Scheduled Tribes in 2025. This significantly expands the ST reservation pool. If you belong to these communities, your competition is dramatically reduced for state quota seats.
50% Female Reservation
J&K applies 50% horizontal reservation for women within each category. This is one of the highest female reservation percentages for PG medical seats in India. Practically, this means female candidates have a significant advantage in state quota.
SKIMS Prominence
SKIMS (Sher-i-Kashmir Institute of Medical Sciences) is J&K's premier institute with autonomous status. It attracts the most competitive ranks for clinical branches and offers better research infrastructure than GMCs.
CDP / Terrorism-Affected
Children of Defence Personnel and terrorism-affected families get 3% dedicated reservation (CDP category). This is unique to J&K given the region's security situation. Requires BOPEE-verified documentation.
Completely Closed State
J&K has no private medical colleges offering MD/MS seats. Even DNB/NRI seats (e.g., ASCOMS) require J&K domicile. Non-domicile candidates can only access J&K PG through the 50% AIQ seats under MCC counselling. State quota via BOPEE is entirely domicile-restricted.
