Counselling Structure

AMRUHP (Atal Medical and Research University HP) conducts state PG counselling. Entirely government — no private PG colleges.

State Quota (AMRUHP)
50% of government seats. IGMC Shimla, Dr. RPGMC Tanda (Kangra), and SLBSGMC Mandi. HP domicile required.
Eligibility: HP bonafide/domicile certificate. NEET PG qualified. Category reservation applies.
AIQ
All India Quota
50% via MCC. Open to all India. IGMC Shimla and Dr. RPGMC Tanda are the main draws.
Eligibility: Any NEET PG qualified. No domicile restriction.
MM Solan PG — SC/ST in Management Quota (HC Order)
MM University Solan (Maharishi Markandeshwar) is a private deemed university that had its PG management quota seats subject to a High Court order requiring SC/ST reservation even in management seats. This is unusual — most deemed/private management quotas have no reservation. If this order applies to the current year, SC/ST candidates get access to management quota PG seats at MM Solan at reduced competition. Verify latest HC status before counselling.

IGMC Shimla — HP's Premier Institute
IGMC Shimla (Indira Gandhi Medical College) is the state's flagship PG institution with the widest range of specialities and most competitive closing ranks. Dr. RPGMC Tanda (Rajendra Prasad Government MC) in Kangra is the second largest. SLBSGMC Mandi is newer but growing. All three are government-run with very affordable fees and good stipend.

Key Insights

BPL Tuition Waiver
HP offers tuition fee waiver for BPL (Below Poverty Line) domicile candidates in government PG seats. This makes HP one of the most affordable states for PG medical education for qualifying families.
NRI Only at MM Solan (Private)
NRI quota PG seats exist only at MM Solan (the sole private college). Government colleges have no NRI seats. MM Solan is deemed (under MCC). All state PG counselling (AMRUHP) is through government colleges only — HP domicile required.
Hill State Benefits
Government doctors in HP get hill area allowance, winter allowance (select districts), and NPA. Combined with low fees and no private colleges, HP government PG offers excellent value.
Limited Seats = High Competition
Only ~53 government seats across 14 colleges means intense competition for state quota, especially for clinical branches at IGMC Shimla. Para-clinical seats at newer colleges may be more accessible.
