Section 1

Counselling Structure

ACPUGMEC (Admission Committee for PG Medical Education Courses) conducts Gujarat PG counselling. Know the quota structure before you start.

State Quota
50% of seats in government colleges. Conducted by ACPUGMEC in multiple rounds. Includes MD, MS, PG Diploma across all GMCs.
Eligibility: Must have "studied in Gujarat" — completed MBBS from a Gujarat college OR 10+2 from Gujarat. SEBC/SC/ST reservation applies. Domicile rule applies.
MQ
Management Quota
Seats in private medical colleges. Self-financed colleges set fees via FRC-approved structure. Separate counselling by ACPUGMEC.
Eligibility: Any NEET PG qualified candidate. Open to non-domicile. Higher fee than government seats.
DNB
DNB / NBE Diploma
110 seats across 51 hospitals. Counselled by NBE (not ACPUGMEC). Corporate and trust hospitals.
Eligibility: All India — any NEET PG qualified candidate. No domicile restriction.
JM
Jain Minority / NRI
61 JM seats + 25 NRI seats at deemed/private colleges. Counselled via MCC or direct.
Eligibility: JM = Jain community. NRI = NRI/OCI/PIO ward. MNG = open merit via MCC.

SEBC = OBC for Gujarat
Gujarat uses SEBC (Socially and Educationally Backward Classes) instead of the national OBC label. If your central OBC certificate lists a Gujarat caste, you need a state SEBC certificate for state quota seats. The 27% SEBC reservation is applied identically to national OBC rules. Gujarat also has a high ST reservation (15%) due to significant tribal population in eastern districts.

"Gujarat studied" rule: Must have completed MBBS from a Gujarat-recognized college OR passed 10+2 from Gujarat to be eligible for state quota. This is stricter than domicile — mere residence doesn't qualify.

BJ Medical vs NHL vs Government Medical
BJ Medical College, Ahmedabad is Gujarat's most prestigious — the oldest and most competitive for PG admissions. NHL MC, Ahmedabad follows closely, particularly strong for clinical branches. Among newer additions, GMERS colleges (Sola, Gandhinagar, Gotri, Junagadh) have expanded Gujarat's govt PG capacity significantly, offering entry at higher ranks. AIIMS Rajkot is a central institute counselled by MCC, not ACPUGMEC.

Government (State Quota)
Government college fees range from Rs 10,000 to Rs 1.25L/year depending on the institute.

BJ Medical, NHL, and older GMCs charge at the lower end. Newer GMERS colleges may have slightly higher fees. AIIMS Rajkot is a central institute with its own fee structure.
Private (Management)
Private college fees regulated by FRC (Fee Regulatory Committee). Clinical branches at self-financed colleges: Rs 10-25L/year.

Jain minority institutions have separate fee slabs but are also FRC-regulated.
DNB (Private Hospitals)
NBE-listed fee is Rs 1.25L/year (placeholder — actual hospital fees differ). Corporate hospitals charge training fees separately.

DNB fees are generally lower than deemed/private college fees.

Gujarat has one of India's highest PG bond penalties — Rs 1 Crore with a 3-year compulsory service bond for government college PG graduates. Service must be in Gujarat rural/tribal areas.

Compulsory rural service of 3 years post-PG completion. Posted in tribal/underserved areas. This is among the longest PG bond durations in India.
Bond Reality Check
Gujarat's Rs 1 Crore bond penalty is among India's strictest. In 2024-25, ~470 PG doctors were reported as bond defaulters — one of the highest numbers nationally. Many doctors choose to pay the penalty rather than serve, but the financial burden is significant. DNB and deemed/private seats have no state service bond. If you want to avoid bond obligation, consider DNB or private seats.

Private hospital (DNB) stipend ranges from Rs 15000 to Rs 130653/month.

What makes Gujarat PG counselling unique — and what to watch out for.

"Gujarat Studied" Rule
State quota eligibility requires having studied in Gujarat — either MBBS from a Gujarat college or 10+2 from a Gujarat school. Mere domicile certificate is NOT enough. This is stricter than most states.
ACPUGMEC Process
ACPUGMEC conducts counselling in multiple rounds with fresh registration. Choice filling, allotment, and reporting happen digitally. Non-Gujarat candidates can only access MQ/NRI seats in private colleges, DNB, or deemed seats via MCC.
Jain Minority Quota
Gujarat has several Jain Minority (JM) medical colleges with reserved JM quota seats. These are unique to Gujarat and a few other states. JM seats follow separate merit but fees are FRC-regulated. Useful for Jain community candidates.
GMERS Expansion
GMERS (Gujarat Medical Education & Research Society) has expanded PG capacity across Sola, Gandhinagar, Gotri (Vadodara), Junagadh, and more. These offer competitive entry at mid-range ranks with full government benefits.
Non-Domicile Options
State quota = Gujarat studied only. But MQ (private), DNB (all seats), and deemed MNG (all seats) are open to non-domicile. Gujarat's DNB ecosystem in Ahmedabad is the biggest draw for non-domicile PG aspirants.
Bond vs DNB Trade-off
Rs 1 Crore bond + 3 years rural service makes govt seats a significant commitment. Many aspirants prefer DNB at top Ahmedabad hospitals (Zydus, Sterling, CIMS) to avoid bond while getting excellent clinical exposure.
