Counselling Structure

Delhi PG counselling is uniquely complex: 3 separate bodies (MCC, DU, IPU) control different sets of colleges. Understanding who controls what is critical.

DU
Delhi University Quota
121 seats at MAMC, UCMS, Lady Hardinge, VP Chest. DU conducts its own counselling for these colleges — separate from MCC.
Eligibility: Open to all India candidates who qualified NEET PG. No domicile restriction for DU quota.
IP
IP University Quota
109 seats at ABVIMS (RML), ESI Basaidarapur, and other IP University-affiliated hospitals. Separate counselling by IPU.
Eligibility: All India open for IPU seats. Domicile candidates may get preference in tie-breaking. NEET PG qualified.
AIQ
All India Quota (MCC)
231 AIQ seats counselled by MCC. Includes VMMC (Safdarjung) + central govt institutes. These close at India's top ranks.
Eligibility: All India — NEET PG qualified. Counselled via mcc.nic.in alongside AIIMS and JIPMER.
DNB
DNB / NBE Diploma
496 seats across 71 private hospitals. Sir Ganga Ram, Apollo, Max, Fortis. Counselled by NBE.
Eligibility: All India — any NEET PG qualified candidate. No domicile restriction.
Delhi's 3-Body Problem
Unlike any other state, Delhi PG seats are split across 3 different counselling bodies: MCC (VMMC/Safdarjung, central institutes), DU (MAMC, UCMS, Lady Hardinge), and IPU (RML, ESI). Each has separate registration, fee payment, and allotment schedules. You may need to register for all 3 + NBE (for DNB) — that's 4 separate counselling registrations for a single city.
4 counselling bodies, 1 city — register for all

VMMC vs MAMC vs Lady Hardinge
VMMC (Safdarjung) is Delhi's largest PG centre with 123 seats across 22 specialities — closes at rank 46 under MCC. Fee is just Rs 15,000/year. MAMC (94 seats, rank 75) and Lady Hardinge (70 seats, rank 107) are under DU counselling — separate registration required. ABVIMS/RML (76 seats, rank 30) is under IP University. RML's rank 30 closing makes it India's most competitive PG seat after AIIMS Delhi.

Ranks shown are AIQ/DU/IP closing ranks — R1 2025 data. "Best rank" means the tightest (lowest number) closing rank across all specialities at that college.

MCC / Central (VMMC, INMAS)
VMMC: Rs 15,000/year — the cheapest among Delhi's top hospitals. INMAS: Rs 16,200/year. Central govt institutes follow a standardized low fee structure.
IP University (RML, ESI)
ABVIMS/RML: Rs 51,000/year (higher than DU colleges). ESI Basaidarapur: Rs 2.5L/year — highest among Delhi govt, but offers Rs 1.3L/month stipend + ESIC benefits.

Section 7

Stipend & Bond

Delhi government stipends are among India's highest. Bond is standardized.

70000
Min Govt Stipend / Month
VMMC (Safdarjung) offers ~Rs 1.2L/month. Among the best stipend-to-fee ratios in India at Rs 15K annual fee.
136008
Max Govt Stipend / Month
ABVIMS/RML tops at Rs 1.36L/month. MAMC, UCMS, Lady Hardinge are all above Rs 1.26L. Delhi's cost-of-living is high but stipend covers it.

ESI Basaidarapur has a separate 2-year ESIC service bond at Rs 10L. Lower penalty but longer commitment. Posted within ESIC network.

Private hospital (DNB) stipend ranges from Rs 25000 to Rs 143864/month.

Key Insights

What makes Delhi PG counselling unique.

No State Quota
Delhi does not have a "state quota" in the traditional sense. DU, IPU, and MCC quotas are all open to All India candidates. This makes Delhi equally accessible to domicile and non-domicile aspirants — rare among Indian states.
Top 5 Close Under Rank 400
VMMC (46), RML (30), MAMC (75), Lady Hardinge (107), UCMS (319) — all close within top 400 for their best speciality. Only AIIMS Delhi is more competitive. Getting any Delhi government PG seat requires a very strong rank.
DNB as a Real Alternative
With 496 DNB seats across 71 hospitals, Delhi's DNB network is massive. Sir Ganga Ram (rank 428) closes tighter than many state government colleges. For ranks 500-5,000, Delhi DNB is a genuine alternative to government PG.
Cost of Living Factor
Delhi is expensive. Govt stipend (Rs 1.2-1.36L/month) looks good but accommodation near major hospitals costs Rs 15-25K/month. PG hostels are limited. Factor in Rs 3-5L annual living cost over stipend.
AFMS Seats
Delhi has AFMS (Armed Forces Medical Services) seats at Army Hospital R&R and Base Hospital. These require military service eligibility and are counselled separately. Excellent training but limited to defence personnel.
Muslim Minority Quota
Hamdard Institute (deemed) and Jamia Hamdard have MM quota seats. These are specifically for Muslim minority candidates and counselled through MCC deemed counselling.
