Section 1

Counselling Structure

CG DME (Directorate of Medical Education) conducts state quota PG counselling. Previously under VYAPAM.

50% of government seats. MD/MS at Pt. JNM MC Raipur, CIMS Bilaspur, Late BRKM MC Jagdalpur, and newer GMCs.
Eligibility: CG domicile. NEET PG qualified. Category reservation applies. NC/Female/EX sub-categories within each category.
AIQ
All India Quota
50% of government seats under MCC counselling. Open to all India candidates.
Eligibility: Any NEET PG qualified candidate. No domicile restriction.
DNB
DNB / NBE Diploma
111 seats across private hospitals. Counselled by NBE. Raipur and Bilaspur hospital networks.
Eligibility: All India — no domicile restriction.

32% ST Reservation — Highest in India
Chhattisgarh has 32% ST reservation — the highest among all Indian states for PG medical seats. This dramatically changes the competition landscape. Each category further splits into NC (Non-Creamy Layer), Female, EX (Ex-servicemen) sub-types. For example, ST-Female-NC is a separate bucket. This can mean very few competitors per seat for specific sub-combinations.
ST 32% + SC 13% = 45% reserved for SC/ST

Horizontal reservations: Female 30% within each category, PwD 5%, Freedom Fighter 1%, Ex-servicemen 1%. NC (Non-Creamy Layer) applies to OBC candidates only.

Pt. JNM Raipur vs CIMS Bilaspur
Pt. JNM Medical College, Raipur is the state's premier government medical college with the widest range of PG specialities. CIMS Bilaspur is the second largest. AIIMS Raipur operates under central AIQ counselling (MCC) and is separate from state quota. Newer GMCs at Ambikapur, Rajnandgaon, and Korba are adding PG seats gradually.

CG state quota PG graduates must serve 1-2 years in designated rural areas. Bond penalty has been increasing — check latest DME notification.

Key Insights

NC/Female/EX Sub-types
Each reservation category splits into NC (Non-Creamy Layer), Female, and EX (Ex-servicemen) sub-categories. This creates very narrow competition pools. An OBC-Female-NC candidate competes only within that sub-bucket for reserved seats.
Tribal Area Advantage
With 32% ST reservation, tribal candidates from Bastar, Surguja, and Jashpur districts have among the best PG seat accessibility in India. The competition is significantly lower compared to states with 7-10% ST reservation.
AIIMS Raipur = Separate
AIIMS Raipur is NOT under CG DME counselling. It comes under MCC counselling (AIIMS category). Don't confuse state quota with AIIMS seats. AIIMS has its own institute-level reservation rules.
Nearly Closed for Non-Domicile
CG is effectively nearly closed for non-domicile PG candidates. Very few seats exist for non-domicile even in private colleges. NRI seats in private exist but domicile candidates get preference first. The only reliable non-domicile route is the 50% AIQ via MCC or DNB via NBE.
