Hold the seat & try for upgradation — keep this seat but stay in the system. If something better opens in R2, you move up automatically
Take free exit — MCC allows you to not join in R1 without penalty. You re-enter for R2 counselling, but there's no guarantee you'll get the same seat again
R2 & R3 — seats freed by students who don't report open new doors. Most real movement happens here.
