Round 1 is the round where leaving is free, and more used it than stayed: most who were given this seat preferred their remaining options to it. A closing rank tells you what it took to get in; this is what people did once they were already in. Paying to hand a seat back is preferring the rest enough to buy the chance. Where they went next, MCC cannot show — its rounds are national, and a state seat never appears in them.
