What each choice costs is below. Formity lays out the trade; the call stays yours.

1 · Choice-fillingYour list is the only lever. The counselling gives you only what you put on your list, in the order you put it. Miss a college off the list and no rank can get it back.

2 · Freeze or FloatFloat only moves you up. Freeze and you keep this seat. Float and you stay in for a better one — you can only move UP your list, never below it. So the risk isn't Float; it's what you left off the list. No way back once locked

3 · Report or exitDoing nothing is the costly one. Report and pay the security deposit to hold the seat, or let the deadline pass — the seat lapses, and in the later rounds the deposit is forfeited with it. It's the choice most people make by accident. Deposit forfeited in the later rounds

Leave after taking a seat and the deposit above is what the authority keeps — the seat goes back to its own pool, not the other one's.

MCC and your state are staggered — the gap is information The two counsellings don't run at once. A result from one lands before the next round of the other — so you can see what Gujarat gave you before you decide your next MCC move, instead of gambling it blind. Read them together and the gap works for you; miss the order and you can give up a seat you'd have kept.
